focus all parts of lytro image

Can somebody please give me some basic help with how to "focus all parts of lytro image". I have seen the various web pages and Python scripts but I still don't understand how to make it work.
Are the scripts still working, or did the Perspective Shift update, make the scripts no longer function?
Is there an .exe executable file somewhere or do I need to compile the Python scripts?
Do I need Cygwin to run the Python scripts in Windows?
If I install Python, can I run a Python script, a file with a .py filename extension, can I run that script file from a dos command line prompt?

You may use the following software to extend the depth-of-field by fusing all images refocused at different depths.
